The Department of Science and Technology Region V, through the Provincial Science and Technology Center (PSTC) Camarines Sur, and in partnership with the Local Government Unit of Naga City, held a Turn-Over Ceremony of DOST Science and Technology Academic Research-Based Openly Operated Kiosks (STARBOOKS) last 10 August 2021.
Patrocinio N. Felizmenio, Provincial S&T director of PSTC Camarines Sur (CamSur), Ernani B. Suron, the BSTC Administrator, and two (2) office staff of BSTC assigned as the temporary Kiosk Administrators attended the ceremony.

After the brief discussion, the activity proceeded to the MOU signing, ribbon cutting, and turning over of two (2) Desktop PCs and kiosks for the STARBOOKS server and terminal.
STARBOOKS is the first stand-alone Philippine digital science library that can be accessed by the students and teachers without using the internet connection. The turnover of STARBOOKS is part of the initiative called Revitalization and Improvement of the Bicol Science and Technology Centrum.
